Minutes: Russ Feldman stated that the purpose of today's workshop is to provide an informational update as to the law, policies, and procedures when restraint of students with disabilities is used in the Palm Beach County School District. Mr. Feldman reviewed: What is Physical Restraint?; When is Physical Restraint Used?; Authority; School Board Policy 6Gx50-5.181; School District Practices; What Methods are Used; Crisis Management; Staff Development; HB1503; School District Practice; Team; Crisis Management; PCM Facts; Guiding Principles of PCM; Four Primary Strategies and Interventions of PCM; PCM Certification; PCM Certification Benefits; Certification Levels Requirement; Annual RE-Certification; Staff Certified to Utilize PCM; Immobilization Procedures; Safety Considerations; Documentation; What is PCM is Not Used; and Continues Improvement. Mr. Kanjian stated that he is pleased that staff acknowledges that the policy needs to be updated and suggested communicating with the schools during this process. Mr. Kanjian also suggested comprehensive training; written notification when a child is restrained; and periodic review of the revised policy.
